Oracle Fusion SCM: Understanding the Procurement-to-Pay Flow

Procurement-to-pay connects purchasing decisions with delivery, supplier invoicing, accounting, and payment. A well-controlled flow helps teams understand where a transaction is, which approval or receipt is outstanding, and how operational activity reaches finance.

1. Requisition and approval

A requester identifies a business need and creates a requisition using the organization’s configured catalog or request process. Approval rules, budget controls, and purchasing policies determine whether the request can proceed.

2. Purchase order creation

An approved requisition may be converted into a purchase order or handled through another configured purchasing route. The purchase order communicates supplier, item or service, quantity, price, delivery details, and terms.

3. Supplier delivery and receiving

Receiving records the delivery and any required inspection or acceptance. Receipt quantity, order details, returns, and corrections should be handled using approved transaction processes so that inventory and invoice matching remain reliable.

4. Supplier invoice processing

Payables records and validates the supplier invoice. Depending on configuration, invoice matching may compare the invoice with purchase-order and receipt details. Holds or variances should be investigated and resolved through the authorized process.

5. Accounting and payment

Eligible transactions are accounted for according to the organization’s rules. Payment processing then follows payment terms, approvals, bank setup, and payment controls. The exact sequence depends on the implementation and transaction type.

Where teams often investigate issues

  • Requisition not progressing: check approval status and applicable controls.
  • Purchase order not available: verify document status and requester or buyer access.
  • Receipt mismatch: compare the order, delivery, accepted quantity, and correction history.
  • Invoice on hold: review matching variances, validation messages, and configured tolerances.
  • Accounting not reflected in finance: check transaction accounting, transfer, and posting status.

Useful operational discipline

Trace each issue using the transaction identifier, status, source document, responsible owner, and timestamp. Avoid resolving mismatches by editing unrelated records or bypassing approvals.
